Job Description
I.M. Systems Group, Inc. (IMSG) www.imsg.com is currently seeking to hire a GIS Specialist to work at the NOAA Fisheries Office of Habitat Conservation, Habitat Protection Division (HPD) in Silver Spring, Maryland. The position will provide Geographic Information System (GIS) support and services to all staff of the HPD and all activities will be under the direction of the HPD chief. In addition, the candidate will develop GIS tools and conduct spatial analyses for NMFS to manage the essential fish habitat (EFH), hydropower, deep-sea coral, and renewable energy programs.

The Habitat Protection Division (HP) of NOAA’s Office of Habitat Conservation is responsible for ensuring that NOAA trust resources have sufficient healthy habitat to sustain populations. Conservation and protection of these habitats across the United States is accomplished through partnerships with other federal and state agencies, NGOs and private entities.

Job Duties

? Maintain shapefiles of Federal Energy Regulatory Commission (FERC) hydropower dams, hydrologic unit codes (HUC)/watersheds, streams, and historical habitat extent, and make them available for map generation or basic spatial analyses.
? Develop an updateable hydropower project database that links FERC project data, NMFS consultation data, and project spatial data, and explore opportunities to integrate with existing NMFS project databases.
? Assist with identification and development of future tools to support HPD’s watershed conservation efforts
? Update Essential Fish Habitat (EFH) Mapper tool with new data (i.e. shapefiles) and application program code to incorporate any new data into queries and display
? Maintain software, servers, and GIS database (general need for all GIS applications)
? Improve EFH Mapper to display accurate maps of all EFH and Habitat Areas of Particular Concern (HAPC) designations.
? Update EFH Mapper to be a more useful management tool for conducting EFH consultations including ensuring that it contains spatial data that is consistent in formatting across NMFS regions and Councils utilizing common shoreline boundaries and mapping projections.
? Assist in coordination and consolidation of existing digital databases on the locations of deep-sea corals within NMFS.
? Create GIS maps of deep-sea coral locations for use in the Report to Congress and to inform Regional management efforts.
? Assist in the development of spatial analyses and assessment products that integrate information on the distribution of deep-sea corals, current EFH designations, and potential interactions with fisheries.
? Collect existing renewable ocean energy project data (point & polygon) from within NMFS and other Federal agencies and create project data where gaps exist.
? Create static maps of renewable ocean energy projects for HQ and Regional use.
? Create web-based spatial analysis tool (using Google Earth) that integrates renewable ocean energy project data with Marine Protected Area, Sanctuaries, EFH, and other data.
? Be the lead (working with NOAA Coastal Services Center and others) on creating a US-wide alternative energy Multipurpose Marine Cadastre spatial analysis tool.



Requirements

? Knowledge of GIS principles, terminology, and methods
? Knowledge and proficiency of Environmental Systems Research Institute ArcInfo and ArcView software version 9.0 or higher
? Knowledge and proficiency with ArcIMS 9.1
? Knowledge of ArcSDE database systems
? Experience customizing the ArcIMS HTML web interface
? Ability to develop HTML/JavaScript code
? Knowledge of the Google Maps API
? Familiarity with the principles and software involved with the creation and management of relational databases (e.g. Microsoft Access, Oracle, MySQL)
? Basic cartographic skills
? Ability to work independently and with attention to detail
? Capacity to analyze data requests and design appropriate products
? Background in natural resource management or policy (preferred)
